Publication Ethics
By submitting a manuscript for publication in the journal, the author guarantees that the submitted article is not under consideration by another scientific journal. The author is obliged to properly acknowledge all borrowings of text, tables, figures, diagrams, and illustrations. The use of other authors’ texts, reproduction of quotations without proper attribution, modification of results of other studies, or plagiarism in any form is unacceptable. The originality of the manuscript must be at least 70%. In cases of detected plagiarism, the editorial board reserves the right to reject the manuscript and refuse consideration of subsequent submissions by the author.
The use of AI tools is permitted as an auxiliary means but does not replace scientific reasoning, authorial responsibility, or academic integrity. Authors bear full responsibility for the content of the article, including texts, data, interpretations, and conclusions. When AI tools are used, authors must indicate in the «Methods» section the fact of AI use, the name of the tool (model/service), and the purpose and nature of its use. The editorial office employs AI-detection tools, and in case of violations, the article may be rejected or retracted.
Authors are expected to treat the work of the editorial board and reviewers with respect and understanding and to promptly address identified shortcomings.
Publication in a peer-reviewed journal is a crucial component in the development of a coherent and respected body of knowledge. It directly reflects the quality of the work of authors and the institutions that support them. Peer-reviewed articles uphold and embody the scientific method. Therefore, it is essential to agree upon standards of ethical behavior expected from all parties involved in the publication process: authors, editors, reviewers, and publishers.
All participants in the publication process (editorial board, authors, reviewers, and publisher) must adhere to the following principles:
- the principle of objectivity and impartiality, excluding personal, institutional, and ideological influences;
- the principle of confidentiality;
- the principle of academic integrity;
- the principle of constructiveness.
Responsibilities of the Editor-in-Chief
The Editor-in-Chief of the journal «Higher School of Kazakhstan» provides overall leadership of the editorial board in accordance with the legislation of the Republic of Kazakhstan and international standards of publication activity.
The Editor-in-Chief bears personal responsibility for:
- transparency and accountability of all procedures;
- formation of the editorial board;
- compliance with publication ethics;
- independence of editorial decisions;
- adherence to editorial policies and standards;
- ensuring the quality of peer review;
- final decisions on publication;
- reputation and development of the journal.
Duties of the Editor-in-Chief
- defining the journal’s mission, thematic focus, and requirements for quality and ethics;
- approving decisions on acceptance, revision, or rejection of manuscripts;
- appointing editors and monitoring deadlines;
- ensuring compliance with publication ethics;
- guaranteeing editorial independence;
- managing the editorial board;
- strategic development of the journal.
Responsibilities of Editors
Editors of the journal «Higher School of Kazakhstan» are responsible for:
- selection of manuscripts and assessment of their relevance to the journal’s scope, scientific quality, and formal requirements;
- objectivity of the editorial process;
- correctness of peer review;
- adherence to deadlines;
- confidentiality;
- recommendations and editorial decisions.
Duties of Editors
- checking manuscripts for compliance with the journal’s scope, requirements, and baseline scientific quality;
- selecting independent and qualified reviewers and monitoring deadlines;
- comparing reviewers’ reports and forming substantiated recommendations to the Editor-in-Chief;
- communicating reviewers’ comments, monitoring revisions, and clarifying requirements to authors;
- identifying plagiarism, duplication, and conflicts of interest;
- adhering to editorial policies and formatting standards;
- avoiding conflicts of interest in decisions to accept or reject manuscripts;
- accepting manuscripts only when sufficiently confident in their content;
- facilitating publication of corrections or retractions when errors are identified;
- maintaining reviewer anonymity;
- promoting and maintaining a consistent ethical policy of the journal;
- ensuring confidentiality of the peer-review process;
- upholding standards of personal integrity, recognizing and managing potential competing interests.
Editors should work with authors, reviewers, and editorial board members as necessary to ensure they are adequately informed about the journal’s ethics and publishing policies, and that ethical guidance is fair, impartial, and timely. Editors must promote fairness and equality and oppose discrimination.
Responsibilities of Reviewers
Reviewers of the journal «Higher School of Kazakhstan» are responsible for:
- the quality of scientific evaluation of manuscripts (assessment of novelty, methodology, and validity of conclusions);
- adherence to deadlines;
- providing constructive feedback (clear, verifiable comments rather than general judgments);
- identifying ethical violations;
- disclosure of conflicts of interest.
Duties of Reviewers
- ensuring objectivity of judgments;
- avoiding conflicts of interest related to the research, authors, or sponsors;
- identifying relevant published works that have not been cited;
- maintaining confidentiality of the manuscript under review;
- immediately notifying the editor of any actual or potential ethical violations;
- providing honest, competent, and impartial peer review.
Responsibilities of Authors
When submitting manuscripts to the journal «Higher School of Kazakhstan» authors are responsible for:
- accuracy of data, methods, and conclusions;
- originality and compliance with publication ethics;
- correct authorship and attribution of contributions;
- disclosure of conflicts of interest and funding sources;
- compliance with ethical and legal standards of research;
- interaction with the editorial office.
Authors remain responsible for their articles after publication.
Duties of Authors
When submitting manuscripts, authors must:
- present original results without plagiarism or self-plagiarism;
- accurately describe methods, data sources, and study limitations;
- include only individuals who made a real contribution as authors and obtain consent from all co-authors;
- disclose financial, institutional, and personal interests;
- ensure ethical approval of studies (human/animal subjects) and informed consent where required;
- avoid simultaneous submission of the same manuscript to multiple journals;
- provide complete and accurate references without manipulative self-citation;
- respond promptly and substantively to editorial and reviewer comments;
- initiate corrections or retractions if errors are identified.
