EDITORIAL POLICY

 

Introduction

 

The Journal "Higher Education in Kazakhstan" (hereinafter referred to as the Journal) is aimed at providing high-quality publishing products and services to the academic and scientific community. For its part, the editorial board of the Journal is based on the principles of professionalism, impartiality and mutual respect in relation to authors, reviewers and readers. Likewise, the editorial board expects the same standards of conduct from the academic and scientific community and the public.

The Editorial Board of the Journal declares that it does not tolerate aggressive behavior or any form of harassment, intimidation or discrimination against the editors of the Journal, and informs interested parties about the refusal to interact with persons who violate this policy.

 

Purpose and areas of the journal

 

The Journal is a periodical scientific publication. The mission of the Journal is to provide quarterly peer-reviewed reviews of current scientific topics and research results. Periodicity of the Journal: 4 times a year.

The purpose of the Journal is to provide the scientific community with the opportunity to publish the results of theoretical and applied research on the problems of higher and postgraduate education.

The Journal publishes the results of theoretical and applied research on the problems of higher and postgraduate education. Materials representing the practical experience of using pedagogical technologies in the educational process of higher educational institutions are also accepted. Materials should contribute to the exchange of relevant research results, discussion of important trends in the development of education and science.

The Journal publishes scientific articles in the following areas:

  • Educational Policy in the Field of Higher Education
  • Issues of Quality Assurance in Higher Education
  • Digitalization of higher education

Materials are accepted in Kazakh, Russian and English.

 

Attribution Policy

 

An author is considered to have made a significant contribution to the writing and preparation of a manuscript based on the following four criteria (based on the criteria of the ICMJE – International Committee of Medical Journal Editors):

1) a substantial contribution to the concept or design of the work; or collecting, analyzing, or interpreting data for work;

2) drafting the work or critically revising it for important intellectual content;

3) final approval of the manuscript version for publication;

4) agreeing to be responsible for all aspects of the work, ensuring that issues relating to the accuracy or integrity of any piece of work are investigated and dealt with properly.

In the event of a dispute about authorship during the review of the manuscript, or after its acceptance and publication, the authors will be asked to resolve the dispute on their own. If they are unable to do so, the Journal reserves the right to withdraw the manuscript from the editorial process.

The Editorial Board of the Journal recommends that persons who took part in the preparation of the manuscript, but are not its authors, be noted; Also recognize organizations that have provided support in the form of funding and/or other resources.

 

Making a Change in Authorship

 

If it is necessary to make a change in the authorship of a manuscript or a published article, only the corresponding authors can apply for a change of authorship. To do this, a request is sent to the editorial office.

 

Responsibilities of the Authors of Manuscript

 

Before submitting the manuscript, the authors should read the "Instructions for sending materials" at the link https://highedujournal.kz/guides/article.pdf. The manuscript should be formatted in accordance with the style and features of the journal's policy.

Authors stated in the manuscript must meet the above criteria for authorship. Where possible, the contribution of each of the authors should be indicated.

All authors must approve the final version of the manuscript before it is submitted. Thus, once a manuscript has been submitted, it is assumed that all authors have read it and given their consent to be sent.

The manuscript should contain the contact details of all authors: full name, place of work, e-mail address and phone/fax numbers.

Each author's primary affiliation should be the organization in which most of their work was done. Contact details will not be updated or changed after the publication of the article.

Authors need to use their ORCID ID when submitting an article for review or obtain an ORCID ID during the submission process.

Conflict of Interest

 

A declaration of conflict of interest should be indicated in the manuscript.

Authors should disclose all financial or other relevant interest that may have influenced the development of the manuscript.

Reviewers should disclose any conflict of interest and, if necessary, decline to review any manuscript in which they believe there is a conflict of interest. Editors should also recuse themselves from considering any manuscript that may have a conflict of interest. Such manuscripts will be passed on to other editors.

 

Confidentiality

 

The submitted manuscript is confidential material. The journal does not disclose the submitted manuscript and information to anyone other than those involved in the processing and preparation of the manuscript for publication (if accepted).

Persons involved in the processing and preparation of the manuscript for publication include:

- editorial staff;

- corresponding authors;

- potential reviewers;

- valid reviewers;

- editors.

For their part, the authors should also consider all communication with the Journal as confidential, including correspondence with direct representatives of the Journal.

 

Misconduct

 

Misconduct constitutes a violation of this editorial policy, journal policy and/or publication ethics.

Any activity that poses a threat to the integrity of the research or publication process is considered potential misconduct. Misconduct (including potential misconduct) leads to a refusal to engage on a particular case.

 

Correction and retraction of articles

 

Corrections can be made to the published article with the permission of the editorial board of the journal. Minor corrections are made directly to the original article in electronic format.

In case of significant corrections, the original article will remain unchanged, and the corrected version will also be published with a note that this article is a corrected version. Both the original and the revised versions will be linked to each other. A statement will also be published stating the reason for the significant change in the article.

If the facts of false authorship, falsification of scientific results are revealed, the articles are withdrawn. Also, the author of the article has the right to withdraw the article voluntarily. When an article is retracted on the journal's website and in the first issue after the review, an explanation is given.

 

Peer review procedure

 

All submitted manuscripts will be reviewed in a double-blind peer review process by at least two reviewers with experience in the relevant subject area. The double-blind peer review process is carried out through the OJS website platform based on criteria determined by the journal's editorial board.

Criteria for peer review include: relevance of the topic; the level of disclosure of the problem; assessment of the quality of writing; the degree of scientific significance of the results; reliability and reproducibility of data; evaluation of the research methods used; objectivity and accuracy of conclusions.

The review process is closed to reviewers and authors. If the reviewer indicates the need to make corrections to the manuscript, the author must correct and send the updated material to the editorial board within the established period. Manuscripts that have received a positive assessment from the reviewers are sent for discussion and approval for publication to the editorial board of the journal. Manuscripts with a negative review are not accepted for reconsideration.

 

Open Access Policy

 

The journal provides open access to all its content, based on the principle that free access to research contributes to the global exchange of knowledge. Such access is associated with an increase in the readership and an increase in the citation of the author's work.
