FINANCING MECHANISMS FOR CONTINUING EDUCATION: FOREIGN EXPERIENCE AND KAZAKHSTAN

The Government of the Republic of Kazakhstan No. 944 dated 12/28/2021, currently, many countries of the world have gained experience
in implementing lifelong learning. Increasing the level of coverage of the adult population with continuing education. An important strategic
direction for the development of skills in developed countries is the state financing of adult education programs [1].
The State may fully or partially finance continuing education, depending on the country and the type of program.
Some countries provide support only to marginal groups (disabled people, prisoners, foreigners, illiterate) or
job seekers. Also, individual companies may allocate funds for professional development of their employees or
support may be through grants, loans, vouchers or students may have individual study accounts. Finally, in
In some countries, adult education courses are free and, as a result, financial assistance is not provided.
In this paper, the meaning and types of continuing education are first determined. Then the types and instruments
of financing continuing education in foreign countries and a number of systemic problems in the system of continuing education are studied
Kazakhstan. And measures are also proposed to solve the noted problems.
