EDUCATIONAL PROGRAMS REGISTER AS A TOOL TO ENSURE THE QUALITY OF HIGHER AND POSTGRADUATE EDUCATION

The purpose of this article is to analyze the information system “Educational programs register for higher and postgraduate education” as a tool for quality education.
With the granting of academic independence in 2018, organizations of higher and postgraduate education (OHPE) were given the opportunity to independently develop educational programs with the involvement of stakeholders, taking into account the requirements of the labor market and features based on the Classifier of areas of higher and postgraduate education. The information system “Educational programs register for higher and postgraduate education” has been operating since 2019 to take into account educational programs of higher and postgraduate education in Kazakhstan. The register provides data on all educational programs: its purpose, complexity, language of instruction, learning outcomes and disciplines.
As part of the study, an analysis of international experience and analysis of the Kazakh information system “EP Register” was carried out, the mechanism of functioning of the register of educational programs as an information environment for recording educational programs was revealed.
It was concluded that the EP Register performs not only an accounting function, but also allows for internal and external assessment of the content of programs and their monitoring; involving employers in the development and evaluation of programs through their examination has a significant impact on improving the quality of educational programs.
Thus, the unified information system “EP Register” plays an important role in digitalization and ensuring the quality of educational programs implemented by OHPE.
